I am a little confused with your requirement. Are you trying to purchase a VPS and sell out reseller accounts? Could you please explain? Regarding your second question, I don't think any host will let a viral content in their server.

LOL - I think you're getting confused with malicious code or some kind of blackhat dodgy practice etc ... I am sure the OP is referring to setting up a social sharing site i.e. Buzz feed etc... Generally speaking viral content equates to content which gets a lot of social media attention and hence web hosts will have no issues with this....

Yes, thanks for that clarification @elcidofaguy
But I am also speaking to the issue that:
1 - My websites seem to get "heavy" resource wise over time.
2 - Like a forum, my projects are expected to grow somewhat exponentially with user interaction and account creation - which then produces more pages automatically.

So I seek some technical knowledge as to whether a VPS or cloud solution is best for a system that has the potential for "massive" growth which can handle that growth seamlessly - like grow with my site without causing server reconfigs, service interruptions and host company complaints that my site is too large or taking up too much resources which at times I feel that someone is trying to gouge me with fees and over-pricing.

Once I'm hosted, I really don't like the idea of looking for a new host and other issues which can cause that business to suffer.

In that case my preference would be to go for a cloud solution as you can scale it up or down as needed e.g. increase RAM, storage, bandwidth etc as your needs change and best of all you do not need to keep changing servers, hosting etc... and further you keep costs to a minimum. You basically pay for what you want with customizing within obvious constraints... It's very easy to setup and amend as you go along...

In addition comparing VPS to Clould hosting there is much of an overlap as to which is better i.e. again storage, B/W, RAM and other factors need to be considered etc... With that said one can generally expect that the best of all would be a dedicated server if you are looking to take things to the max - but in your situation thats overkill and you'll be wasting a lot of money...

I'm unable to recommend a web host but I am sure many will chime in with a recommendation... You can also check out the web hosting section on the forum as you may find what you are looking for (top middle menu bar) wrt dedicated/vps etc...

By reseller plan, are you looking to resell VPS services or are you looking for a host that is on a VPS that can offer you Reseller Hosting, please be more specific.

Amazon does offer cloud services, however prices are pretty high and if you're looking to make any sort of profit than that's not the option for you.

Cloud is a great option when it comes to being able to scale up instantly, but it does get expensive and has it own unique set of problems. If you go this route, make sure you completely understand the pricing so that you don't end up with a $50 bill one month and a $500 bill the next.

Seeing as though you want a lot of resources for your site, and the ability to sell VPS's, I think you should look into a dedicated server. (If your budget would allow it)

This way you can put your site on a VPS and can completely control the resources it gets, and you can also sell other VPS's on the same server.

My search isn't based on budget - what I am looking for is technical feasibility.
Most hosts think packages (that's marketing). I am looking for business model flexibility to client's needs as client grows - not just upgrading to the next payment plan.

Maybe a prorated plan based on actual usage - disk space, ram, etc?

You should probably reach out to some hosts to discuss you needs and see what they can do for you!

My VPS is from AsmallOrange and I am very happy

Great tech support and no downtime, just a little pricey I guess but I believe you get what you pay for.

Just remember, A Small Orange is owned by EIG. When EIG recently purchased Arvixe, they fired the Arvixe staff and have A Small Orange support staff handling support for both companies.

I have noticed an increase in wait times with AsmallOrange but nothing concerning yet. Thanks for sharing that!

From what I have heard, it was in the purchase agreement with EIG and the previous owners of ASO that the support level be retained for a specific period of time. It is also rumored that there isn't much time left before that agreement is completed and they are permitted to outsource support as they have done with every other company they own. This is the same agreement (once again rumors) that they made with Avrixe, which is why they outsourced the support to their team at ASO rather than the teams they use for all other brands....

I guess that's why ASO was considered to be one of EIG's better brands, but if you're right, their day is coming.
