I have two verified Google businesses.
We trade Google +1's and review on the Google+ business homepage profile, contextual backlink to homepage and give it a give it a citation*. Cost = $0 / SEO impact = Excellent
Note: Your contextual backlink AND review/+1's will come from my OTHER verified Google business account, so there is no reciprocal linking. The website is also separate, indexed in Google, and you will have your own page with citation, url, SEO tags, metadata, no other external links will be present, ever.
