What is a PVA account?

I've been reading some blog posts on several things and have noticed that people are referencing "PVA accounts" from time to time but they don't explain what those are. I looked in Google but I am bot sure if I am getting the right answers as they seem out of place. Does anyone know what a "PVA Account" is or means?

The references were on marketing blogs many of the times if that matters.

As far as I know PVA means phone verification by using any numbers.

I think so.
I am also looking for services to apply PVA into my websites because I think it is a great way to require users verify their account with their phone numbers.

A PVA is a phone verified account, so Non-PVA has not been phone verified

And people sell them because they allow more privileges than non-pva such as they allow posting without captchas and they can create apps, plus they are less likely to be banned.
