Hi, web design is really important for SEO. Basically, your site should be easy to crawl for search bots and provide a good user experience. This means:
1. Avoid complex layouts that may not be crawlable by search engines
2. Web pages should be mobile friendly. You can use Google's PageSpeed Insights tool to check if your website is mobile friendly
3. It should be easy to navigate for users, otherwise it will increase visitor bounce rate for your site and lower rankings. Bounce rate is an SEO ranking factor.
4. For landing pages, provide key content such as h1, h2, call to action and important text above the fold.
5. Your website should load fast, and avoid flash if possible
6. It should not have annoying popup ads as this increases bounce rate and reduces time on site.
7. The text should be easy to read

I think design should be on the basis of the screen size. Most of the mobile and tablets are choosing to have AMP (accelerated mobile page) option. As you can see that option may limit the amount of design you can have. But for desktop and laptop or TV screen, the web pages need to have decent resolution. So I think design is important factor for managing SEO for those device size and resolution. It may not apply for all types of designs.

Stuff like font-size, image load and overall optimization are still taken into consideration, so keep them in mind.
The layout itself, though, doesn't have much importance to SEO: it's still fundamental to gather users, but, luckily for us, Google's search algorithm doesn't take aesthetics into account.
