They require you to have a physical address for local search. So they send a postcard with a code on it. Once you receive it, you enter the code and you are verified.

They do this to keep people from trying to add a business to the local search that is not really a brick and mortar business.

Because they don't want you to.

You can verify by phone, but really that is only if Google knows your business exists already and feels relatively confident that it is a real business. The option will appear when you are setting up the GMB page. If the option doesn't appear, you need to use the postcard.

If you don't have an address attached to your business then you cannot confirm it. If you are having issues with receiving the postcard then you can contact them to verify it over the phone. I have done this before because one of my clients live in the Philippines and had a hard time receiving the postcard.

For Google my business You must have a physical address location and for verification they will send a code number by postal.
Verifying with a postcard for Google My Business is the best way that I think And I also do this in that way, Otherwise there's a lot of complications have to face.
