in any cases, I want to hire some writers for my blogs or forums
how can I know what factors if someone is a good writer?

You wouldn't know a person is a good writer or not until you start reading at what he writes.
A good writer should be able to write things that are interesting and attractive and easy to read.

Good English and grammar is important as well.
