If you are extraordinarily good at what you do, you can get freelance work without any experience. The key is to get your name out there by responding to relevant ads on Craiglist, LinkedIn, etc... The other major aspect of success in freelance is a willingness to offer "free samples" of your work.
For example, if you're a writer, be willing to write a sample article or marketing copy without charge. If you're a video editor, offer to do the first clip without charge. By doing so you are showing your prospective employer that you are confident in the quality of the work you produce. And once the prospective employer sees your high quality work, they will want more and will likely agree to hire you for paid projects.
