PayPal in regions

Can anybody tell me where PayPal actually works? I mean where it is not banned. I have heard that it is not official in some countries, E.g. Russia.

Can anybody comment on that? And how do I use it in those regions?

you can purchase a paypal account from a different region and use it with a proxy

Paypal is not ban in any country, However you can't verify your Paypal account in some countries like Pakistan and Russia..
