A VPS Hosting is a product sold by companies to customers who wants to host their web sites on their own servers with the same efficiency than a dedicacted server without the cost problems.
VPS (Virtual Private Server) is a server shared with other virtual hosted servers. Each VPS has the same caracteristic of a dedicated server and runs on a same real one with using virtualization tools like Xen, Virtuozzo...to reduce the expenses for customers and it works with its own operating system.
Every VPS is composed with a dedicated RAM, a disk space to store the data, a CPU (Central Processing Unit) to execute tasks, and a unlimited bandwidth.
Of course, all of these are dissociated from a VPS to another and their prices are variable according to the configuration. We also notice that VPS running under Linux operating system are less greedy in power than VPS running under Windows operating system. But the two Operating Systems have their utility.
