Panda Recovery — July 18, 2013, softened some previous Panda penalties. Maybe this is what you are talking about.

In my point of view, Google keep on changing search engine algorithms. They bring updates related to search engine on time to time. They do it once in a six months or year. This is the way they change their search engine algorithm.

Google updating their Algorithms, according to spammers attack to prevent web from spamming. To ristrict spammer, Google updating its algo 4 time in a years (As per my knowledge), and every updation focused only on quality backlinking.
Not only Google each and every search engine working for updation regularly, to make them one of the greatest competitor on web with google.

Google change his algorithm 4 to 5 times every 4 years. This's why traffic vary day by day.

Google always does make steps towards changing their algorithm. They announced that by the end of the year they will come up with an algorithm which will involve social media impact.

Yeah it is true and the Google has already updated its search algorithm to a new one called "Google Hummingbird".This new search algorithm by Google was launched on its 15'th anniversary by the end of previous month.
This new search algorithm is more smarter than its previous ones where user can search by entering a question also instead of searching by entering keywords only.

Google has overhauled its search formula, the inspiration of the Internet's dominant search engine, to raise deal with the longer, a lot of complicated queries it's been obtaining from net users.

Yes Google is changing algorithms and has changed recently with the update called as Hummingbird, now Google is focusing more on the actual intention behind the search instead of just showing the results as per the more optimized keywords.
