If you want to build a wordpress theme, first you need to have knowledge about HTML and Css. After that you will have a look overview about structure include files in wordpress template theme. Also I suggest you read this book

I've read it and honestly I build a complete custom wordpress theme as I want.
Just my suggestions. Otherwise, you can learn from tutorials via wordpess site tutorials. It's also good ways to learn wordpress.

If you want to learn Wordpress then you should have the knowledge of html basics it is better if you have the knowledge of PHP and SQL.

I dont think that you need to learn the HTML Or Css before learning Wordpress, basics will be enough but if you know the HTML or CSS than you can use the wordpress effectively.

You can find many tutorials on YouTube on learning WordPress but it is always better to gain some basic skills like basic HTML, CSS, PHP and MySQL which will help you to learn WordPress Theme Design and many other things more easily and effectively.

personnaly I learn it from youtube videos so it takes a couple of hour and you can then create your own wordpress website easily
