What is the Google's New SEO Initiative

I have heard that, Google has penalized those link building companies who paid for links and were overly SEO optimised. But I am not sure that is this the Google's new SEO initiative or not...

no just some german and french networks that were creating sites that had high pr in order to sell links

The newest initiative from Google is to tell webmasters to build good content rather then emphasizing in link building.
