As I knew then h1,h2,h3 are the most important heading tags on a blog post.

If I have a page that has an article around 500 words in length.

Can I use h2 instead h1 for blog name title?
Does it matter if that blog post does not contain a H2 tag?

Would either of the above situations hurt SEO of a web page?

It is always better to use H1 tags for the heading of an article as it tends to contain the keyword (or rather it should). Now when you are writing an article it is always a better practice to break up the whole article into paragraphs of 4-5 lines and each paragraph should have a sub-heading. During posting of the same article it is necessary to make those sub-headings into H2 tags.
Google tends to look into these factors when it reads the content.

I think Google's algorithm still puts some weight on the tags H1, H2, H3, etc. The reason I think that is because it makes it easier for the reader to read what's the site if the headers/subheads are bigger than the rest of the text. And Google always changes its algorithm to make the searching experience better for the user.

Actually, H2 tags are not much valuable/important when compared to H1 tags, but when it comes to a blog page or web page, it is recommended to use H2 tags for subtitles, because utilizing H2 tags on page subtitles will definitely assist your page viewers/readers to read your pages easily.

H1 and H2 are important if you use them in right way and if you combine it with paragraphs which are following headlines. It is important that headlines contains keywords, while first sentence (in paragraph) has to be 156 characters long and to contain variations of keywords.
It is important that this sentence is 156 characters long because Google will use that sentence instead of your Meta description, depending of variation of keywords which is entered in search.

Google has right to change Title and Meta description in SERP.
