What's Google Policy Against Fake Sites

I am damn sure you can't guess my question unless I explain it. While using Facebook, I see many links with a catchy image, either it's a pornographic image or an image with a description that excites a user to click on that link and visit the site to get more info or watch the video.. When the page opens, it contains content with keywords that are associated with most demanding and expensive adwords campaigns like that of legal and trade..
The best thing is the presence of Adsense ads on that page and the user is forced to click on that ad.
My question is?? Do they still get paid by Google ? Because I've come across hundreds of similar examples,

Facebook has too many things like that and they could not manage all these things unless it get reported from users.

But if you try Facebook Ad, their team review on your images manually :D

They still get paid by Google but when Google knows, then their sites will be banned.

From your question "What's Google Policy Against Fake Sites". If Google doesn't ban and reject low quality sites then who will advertise with their netweork.

Putting into your case, if you are Google adsense, between advertisers and fake sites who you will choose?

If they are still paid by Google, this is the worst thing one can do against advertisers because most of these clicks for those highest paying keywords (insurance, legal) are generated from tier 3 countries by the people who don't know what they are actually gonna do.
