When will PayPal come to the third world countries? Do they tend to do so in the future?
What will happen if we use it illegally in afg or bangladesh?

I don't know because there is a lot of fraud going on in those places so they have to weigh up their options. Sure there is money to be made too but they have to weigh up the pros of making money vs the cons of well, being conned and loosing money + pissing people off. So they are probably working on something and the question comes up on their desks from time to time but that's probably what it comes down to is whether or not they would make enough money out of operating in those countries to make it worth while dealing with all the cases of fraud, disputes, chargebacks, court cases etc etc which all costs time and money also.

They will chop your hands off and force you to a life of hard labour breaking rocks.

The Bangladeshi government finally gave PayPal a green light in the country a few months ago. PayPal was officially launched in October 2017.

As for Afghanistan, this country doesn't meet the PayPal requirements yet.

However, if you want to receive money from PayPal in other countries like Uzbekistan, Moldova, Macedonia and Nigeria which are not supported by PayPal, but are supported by Payoneer you can try this:

Register at PayPal and choose USA or Canada as your country of residence. After that you can create an account at payoneer.com. There you can choose your real home country. After a while payoneer will mail a Master card to you, you just have to verify it. It will be an account from Bank Of America. Then you can withdraw money from PayPal to your payoneer account.
