I have implemented the all instructed tasks by Google like good content, blog commenting, on page etc.

But which are the most effective tasks to bring the website on top ?

Ranking solely depends on the quality of your site. You can't rank your site with the above few techniques. Google is a dynamic search engine and update their search algorithm on regular interval. you have to implement new techniques to rank your site. In generic you have to add quality content to your site. Increase your social presence, You can do Guest posting on authority blogs, Creating high quality backlinks etc.
