Why this notification is for?

One of my friend told me that do not make backlink in the website which shows this notification "uses cookies for analytics and functionality purposes.To change your cookie settings or find out more, click here. If you continue browsing our website or close this banner, you accept these cookies" specially when your target location is different country as it trace your location. Is it true? Anybody knows about it?

Be very careful who you listen to. Apparently your friend listened to someone that had no clue or maybe no clear understanding of how browsers and the Internet actually work.

There is so much BAD and FALSE information on the Internet that you have to be very careful who you listen to. Don't just believe something you hear without really investigating it first.
