First, you want to make sure the website would be relevant to have a link pointed back to your site on.
For example, if you run a website selling hats, you wouldn't want a link from a video game site pointing back to your website -- unless the hats you sell are about that game.
Next, you want to check the website out on an SEO tool like AHREFS. When you plug the website in, you'll be looking for 3 things:
1) The Domain Authority (DA) of the website
2) The amount of backlinks that website has
3) The amount of organic traffic that site receives
It's important to check all these aspects, especially the organic traffic levels, because a site with good domain authority, and a lot of backlinks, but no organic traffic may have a penalty placed on it by Google already.
