How to build links without getting penalized by Google?

If you want to rank on Local search here is my strategy:
-Citations = Business Listings
-Forum Posts on forums relevant to the industry
-Comments on websites/blogs from the same industry or relevant to the industry (for example you have a taxi company, you build links on blog posts for cars)
-Sharing images on websites that allow you to insert/tag location.
-Ask for guest posts on websites/blogs relevant to your industry.

Build links constantly (2-3 per day) - 5-10 max per week.

I am using this technique since 2015, and never got penalized or dropped a rank!

The best way to build link is for you to build the link naturally without any blackhat seo. If you try to trick google their is chance they will likely get you one day and demote your website.
